Exactly a year ago on February 9, 2017, Quanice Hayes was fatally shot by a Portland police officer. Quanice was kneeling and unarmed when he was shot three times in the head with an AR-15 rifle. He was only 17-years-old.Last March, A Multnomah County grand jury ruled the shooting was justified. Today, the Hayes family filed a lawsuit against the City of Portland.Exactly a year ago, I was only 16-years-old when I got the call about a fellow Portland teenager’s death.
