The project is focused on a small site right on the edge of the city of Zaragoza and its agrarian outskirts as part of a larger urban renewal plan for the entire neighborhood of Las Fuentes. The main objective is to develop the area in accordance with a proposed extension of the tram system, thus generating a pedestrian circulation node and a natural entry into the city for vehicular traffic.
A system of elevated circulations allows for natural pedestrian flows to take place, with a new governmental building acting as a nodal architectural element for cultural activities and social gathering, as well as a viewing point of the farmland of the Ebro basin beyond the city limits.
