The regional government wanted to a retrofitting of the existing old building, bringing it back as a market and adding other cultural areas for the community of the city of Cumaná. The new layout included an auditorium, a library, a food court and a diversity of shops. The central space would remain as the market area, just like in the old project, but this time it was covered by a roof with several structures that seemed like umbrellas, designed especially to allow natural air to circulate inside and also protect the market area from rain and the high temperatures of the city.
