An enterprise zone is a geographic area that has been targeted for revitalization by policy makers as a result of having been identified economically depressed. Enterprise Zone programs are established through legislation, which grant municipalities and other taxing bodies the power to offer business tax breaks, capital and labor subsidies, job training assistance, infrastructure improvements and other enhanced public services, as well as various forms of business assistance.
Studies conducted between 2000 and 2010 have established that approximately two thirds of U.S. states have enterprise zone programs. In 2004 the Office of Program Policy Analysis and Government Accountability (OPPAGA), which is an office of the Florida State Legislature, published an information brief entitled Florida’s Enterprise Zone Program Is Similar to Those of Other States. OPPAGA identified thirty-nine states with enterprise zone programs. According to the report, three of those states – Arkansas, Kansas, and South Carolina – have each declared their entire state enterprise zones.
