Mr. Ninnie managed the design, engineering, construction and administration of  the $5.5 Million west water transmission line. Project entailed the addition of  10,700feet 24" Ductile Iron pipe (DIP) from N. Jackson Avenue Fremont Lake feed to the west side of the Town to improve pressure, flow redundancy and fire flows to the Town of Pinedale, outlined in the 30 year 2007 Town of Pinedale Master Plan Studies for future development.
 
The $4.5 million East water Transmission line Entailed replacing and upgrading 12,700feet 14" and 18" asbestos cement (AC) east water transmission line with 24" Ductile Iron pipe (DIP) from Fremont Lake intakes to the east side of the Town to improve pressure, flow redundancy and fire flows to the Town of Pinedale, outlined in the 30 year 2007 Town of Pinedale Master Plan Studies. Mr. Ninnie conducted all property owner negotiations involving rights of way acquisition and purchase for both projects .
Mr. Ninnie worked with the Wyoming Water Development Commission (WWDC), State Land Investment Board , and Governor’s office to obtain 67% grant and 33% low interest loans to fund the project through the WWDC Federal Legislation. Mr. Ninnie also managed the extensive paperwork and administration of the pay requests, payroll, auditing and accounting for the project for both projects. At project close out both projects saved $2.4 million
