The original seagull image was first cropped for better balanced image. This is the image above.
Next the image was adjusted overall to improve basic settings in camera raw. I then duplicated the Photoshop layer and made it a smart object, to make changes to future camera raw filters easier.
In the camera raw filter panel I used the radial filter tool. First working on the area outside of the main seagull, reducing clarity mostly and changing the feathering. I then used another radial filter inside the main bird, to enhance it's clarity.
