Futuristic Interface

Breakdown:
I started off with recorded footage of my face in a dark room.
I then applied a subtle adjustment layer to my face, and I used a new solid layer to generate a grid. I put the grid in 3D perspective and positioned it.
I used masks on a lime greed solid layer to create a meter. I made the compass set to rotate at random, and parented the character offset of the numbers to this random movement. I positioned it closer to the camera in 3D space to give it a slightly blurred look.
The shield box was another solid object made in the 3D space. The numbers all have randomized character offset.
I copied the numbers from the shield box and used them again at the top of the display, offering more to look at.
The target system was made up of several duplicated segments of circles set to rotate at random. I gave them varying opacities and starting postions. I duplicated the initial target and moved the 2 new targets further from my face in 3D space. I pre composed them all into one layer, and animated them so that the smallest one would stay over my right eye.
I created lighting using adjustment layers for each piece of the display. I animated the masks so that they would move fluidly on my face, while also moving in accordance to the object that is meant to be giving off light.
This is the final look with all of the elements combined.
