Taxes - no one likes them. Some people go to great lengths to avoid them, but in the end, they will have to be paid. The state of Virginia offered a program to reduce penalties for those who had avoided their tax bill.

The Troy, NY based agency, CCA helped the Virginia Tax Authority recognize the human trait of avoidance. We took a light-hearted approach to say "It's okay. We understand, but it's not going away". The response was great, and record numbers came out of hiding and paid their tax bills to the tune of $90M+.
