Fronteira. Um conceito usado, maioritariamente, com o intuito de separação entre duas entidades, sejam estas físicas, culturais ou sociais. Com a situação pandémica, as fronteiras políticas voltaram a ganhar força, a separar comunidades, a enfatizar diferenças e dependências. No entanto, a ideia de fronteira é, em grande parte, obliterada pela necessidade de cooperação mútua para o futuro da humanidade. Perante isto, propõe-se desenhar um espaço comum, sobre o Rio Minho, de encontro e de conhecimento, tirando partido da produção existente do vinho alvarinho.
As alterações climáticas têm alterado as condições favoráveis para a plantação das vinhas, que antes se situavam, maioritariamente, entre as cotas 50 e 80, e atualmente começam a subir a montanha, já presentes a 200 metros de altitude, transformando os campos que outrora foram sementeiras de milho. O vinho alvarinho apresenta-se como um importante produto da região, que tem vindo a crescer e a se expandir significativamente pelo território. Assim, este é o que se pretende promover como uma oportunidade para reverter a condição atual da população.
A infraestrutura proposta é uma ponte cuja sua implantação sobre o Rio Minho é emblemática na medida em que será o ponto de união desta comunidade transfronteiriça. Esta ponte não será apenas um ponto de passagem, que potenciará uma ligação urbana, como irá albergar uma escola superior de enologia e vitivinicultura, o Centro de Conhecimento, Investigação e Cultura, que será uma extensão do Instituto Politécnico de Viana do Castelo, o Centro de Desporto e Lazer, existente em Melgaço, e estabelecerá parceria com a Universidade de Vigo. O intuito é que esta escola seja transfronteiriça.
A ponte é constituída por dois tabuleiros, um que alberga a escola e o outro que assegura os acessos, tanto automóvel como de mobilidade suave. A escola é composta por núcleos de carácter público, os serviços, o auditório e a adega com as adjacentes salas de provas e de cheiros, e núcleos de carácter privado, as salas de aula e laboratórios. Este tabuleiro permite criar um jogo de cheios e vazios, sendo os cheios o programa e os vazios espaços exteriores de convívio e lazer. Estes dois tabuleiros tem o seu momento de contato sobre o rio, onde se desenha uma praça de entrada e de contemplação da paisagem.
Com o intuito de unificar o território foi desenvolvida uma rede de mobilidade suave que estabelece ligações de elevada importância entre a ponte e a envolvente, nomeadamente a conexão com as vinhas circundantes, local de aprendizagem e de trabalho e com o politécnico existente, para a dinamização de um campus universitário. Esta rede tirou partido de passadiços já existentes na margem portuguesa, complementando-os para responder às necessidades previstas. A ponte representará o lugar-comum, sobre uma fronteira que perderá o carácter de divisão para adquirir o carácter de união. Esta infraestrutura será um espaço dinamizado e dinamizador, de encontro, permutas, experiências e aprendizagens, entre uma comunidade transfronteiriça que se beneficiará mutuamente e se desenvolverá em conjunto.

Border. A concept mostly used to separate two entities, be they physical, cultural or social. With the pandemic situation, political borders have gained strength again, separating communities, emphasising differences and dependencies. However, the idea of borders is largely obliterated by the need for mutual co-operation for the future of humanity. In view of this, it is proposed to design a common space, on the Minho River, of meeting and knowledge, taking advantage of the existing production of alvarinho wine.
Climate change has altered the favourable conditions for planting vineyards, which used to be located mostly between 50 and 80 metres above sea level, and are now beginning to climb the mountain, already present at 200 metres above sea level, transforming the fields that were once sown with corn. Alvarinho wine is an important product of the region, which has been growing and expanding significantly throughout the territory. Thus, this is what is intended to be promoted as an opportunity to reverse the current condition of the population.
The proposed infrastructure is a bridge whose implementation over the River Miño is emblematic in that it will be the point of union of this cross-border community. This bridge will not only be a crossing point, which will enhance an urban connection, but will also house a higher school of oenology and viticulture, the Centre for Knowledge, Research and Culture, which will be an extension of the Polytechnic Institute of Viana do Castelo, the Sports and Leisure Centre, which exists in Melgaço, and will establish a partnership with the University of Vigo. The intention is for this school to be cross-border.
The bridge consists of two decks, one that houses the school and the other that ensures access, both by car and by soft mobility. The school is made up of public areas, the services, the auditorium and the cellar with the adjacent tasting and smelling rooms, and private areas, the classrooms and laboratories. This board allows for the creation of a game of full and empty, with the full being the programme and the empty being outdoor spaces for socialising and leisure. These two boards have their moment of contact over the river, where an entrance square and contemplation of the landscape are designed.
In order to unify the territory, a soft mobility network was developed that establishes highly important connections between the bridge and its surroundings, namely the connection with the surrounding vineyards, a place of learning and work and with the existing polytechnic, for the dynamisation of a university campus. This network has taken advantage of existing walkways on the Portuguese bank, complementing them to meet the anticipated needs. The bridge will represent the commonplace, over a border that will lose the character of division to acquire the character of union. This infrastructure will be an energised and dynamising space, for meetings, exchanges, experiences and learning, between a cross-border community that will benefit from each other and develop together.
