After I played Watch Dog，I've searched for many ways to do this wet rock road effect.Finaly found a way to make it.The road model is just a perfectly flat plane.I used normal map,specularity map and occlusion map to make the road come true.Also does the manhole.Ignore the houses,build them just for reflection.

This is my project file.I build it in Cinema 4D R15.
