This is the teaser to W3C's Web.br 2013 conference's website. It is inspired by the old saying "All roads lead to Rome", and it reads: "all roads lead to the web".
The old look and the flag works as a reminder of the ancient Roman Empire, and the roads are symbolic of the actual roads and paths, as well as internet connections.
